POST TITLE: Third Secretary
DIVISION: Diaspora Affairs Division
RESPONSIBLE TO: Director
Job Description
OBJECTIVES
The Third Secretary provides operational, administrative, and analytical support to the Diaspora Division. The post holder assists in the implementation of diaspora-related programmes, maintains communication with key stakeholders, and contributes to the Division’s efforts in outreach, database management, and policy support. The position serves as an entry-level diplomatic and technical role within the Division.
MAIN DUTIES & RESPONSIBILITIES
- Assist in managing allocated tasks and dossiers under the supervision of the First Secretary.
- Conduct background research on diaspora issues, emerging trends, and relevant foreign policy developments.
- Support liaison with Ministries/Departments, Honorary Consuls, foreign missions, NGOs, and diaspora groups on matters related to diaspora engagement.
- Prepare draft briefs, letters, reports, and minutes for internal review.
- Assist in collecting, reviewing, and updating information for the national Diaspora Database.
- Provide administrative and logistical support for meetings, missions, workshops, and consultations.
- Undertake other duties related to diaspora affairs or assigned by the Second Secretary, First Secretary, or Director.

Salary Band: SB5 – Step 8
Job Requirements
Minimum Qualification
- Bachelor’s Degree in International Relations, Political Science, Development studies Public Administration, or relevant field.
- At least one (1) to two (2) years’ work experience in a related field, preferably within diplomacy, public administration, or international organisations.
- Demonstrated understanding of international relations, diaspora affairs, and government procedures.
- Strong communication and writing skills.
- High level of professionalism, integrity, and cultural awareness.
