Job Description
Job Summary
To develop comprehensive plans and programs for use of land and physical facilities and design, promote and administer government plans and policies affecting land use, zoning, public utilities, community facilities, housing, and transportation.
Duties and Responsibilities
- Develop comprehensive plans and programs for use of land and physical facilities.
- Design, promote and administer government plans and policies affecting land use, zoning, public utilities, community facilities, housing, and transportation.
- Hold meetings and confer with government, developers and the public to formulate and develop land use or development plans.
- Assist in the Development and/or review of an Urban Master plan and Strategic Plan for Victoria and Seychelles respectively.
- Recommend approval, denial or conditional approval of proposals.
- Determine the effects of regulatory limitations on projects.
- Assess the feasibility of proposals and identify necessary changes
- Create, prepare, or requisition graphic and narrative reports on land use data, including land area maps overlaid with geographic variables such as population density
- Advise planning officials on project feasibility, cost-effectiveness, regulatory conformance, and possible alternatives
- Conduct field investigations, surveys, impact studies or other research in order to compile and analyze data on economic, social, regulatory and physical factors affecting land use
- Discuss with planning officials the purpose of land use projects such as transportation, conservation, residential, commercial, industrial, and community use.
- Conduct training and public awareness events and consultations on land use issues.
- Keep informed about economic and legal issues involved in zoning and land use codes.
- Coordinate work with economic consultants and architects during the formulation of plans and the design of large pieces of infrastructure.
- Review and evaluate environmental impact reports pertaining to private and public planning projects and programs.
- Investigate property availability.

Job Requirements
Qualifications And Experience:
- Candidate with a Master’s Degree in Civil or Structural Engineering
- Candidate with a Master’s Degree in Civil or Structural Engineering
- Bachelor’s Degree in Civil or Structural Engineering
Attitudinal Skill:
- Must be able to systematically understand and interpret structural designs, inclusive of both construction plans/drawings and calculations
- Must be able to conduct structural analysis of designed elements
- Must be able to compile and submit comprehensive technical and structural assessment reports
- Must have knowledge of relevant building legislations/regulations and codes of practices
- Must communicate and liaise effectively with work colleagues, agents/consultants and clients (.i.e. developers/applicants/general public)
- Must think innovatively, methodically and logically to resolve design and development issues
- Must have strong mathematical and IT skills
- Must possess high technical competence
- Must have excellent team-working skills
- Must have a high level of integrity and professionalism
- Must have good time management, ale to manage workload and effectively meet deadlines
- Must have a flexible approach
Physical Demands And Working Environmen:
- Duties undertaken in both office and field/site settings – while the job involves a lot of office-based work, it also requires frequent visits to sites
- Fit and healthy to work in various outdoor conditions – such as varying weather, terrain/site conditions; sites can be based at long distances from the office
- Overnight or weekend stays may be required for site inspections to inner or outer islands
- Possess at least a valid Class 2 driver’s license
