Job Description

JOB SUMMARY

To plan, coordinate, implement, monitor and evaluate research, policy and programme activities relating to gender, population and social development. The postholder is responsible for conducting and coordinating research projects from the initial planning stage through to completion, analysing research findings and population data, coordinating project activities, providing technical advice, and ensuring that assigned projects and programmes are implemented effectively and in line with organisational and sectoral objectives.

FUNCTIONAL

  • Manage and coordinate the overall activities of the Unit, in collaboration with the Research Officer, Principal and relevant stakeholders, with particular focus on gender, population and social development matters.
  • Coordinate and mainstream gender and population considerations into policies, plans, programmes and projects across relevant sectors.
  • Develop and review guidelines, frameworks and tools to support effective gender mainstreaming and the integration of population considerations into policies, plans, programmes and projects.
  • Conduct and coordinate advocacy activities on gender equality, population issues and related social development matters.
  • Manage the flow, analysis and dissemination of information on gender and population issues, including communicating policy developments, research findings and programme results to relevant stakeholders.
  • Develop and implement approaches and methodologies for the systematic planning, conduct and evaluation of research and policy initiatives on gender, population and related social development issues.
  • Plan, coordinate and conduct periodic population and benchmark surveys, demographic studies and other research studies to generate evidence for policy and programme development.
  • Prepare and contribute to international, national and sectoral reports on gender equality, population trends, demographic changes, social development and related issues.
  • Provide technical advice and input in the identification, planning, design and implementation of research, projects and programmes relating to gender, population and social development, in line with sectoral objectives and priorities.
  • Monitor and evaluate the implementation of gender and population policies, strategies and plans of action, and prepare recommendations based on findings.
  • Develop, review and monitor relevant gender, population and social development indicators within the Department’s mandate.
  • Conduct research, collect and analyse qualitative and quantitative data, including demographic and population data, and prepare research reports, policy briefs, analytical papers and recommendations based on findings.
  • Coordinate and participate in relevant meetings, consultations, workshops and stakeholder engagements relating to gender, population, research, policy and programme development.
  • Serve as Secretary to committees and working groups where designated, including preparing agendas, minutes, reports and follow-up actions.
  • Act as Project Coordinator for approved projects, ensuring effective planning, implementation, monitoring, reporting and completion of assigned projects relating to gender, population and social development.
  • Establish and maintain effective working relationships with government institutions, non-governmental organisations, development partners and other stakeholders involved in gender, population and social development initiatives.
  • Monitor emerging demographic trends, policies, legislation and research relating to gender equality, population and social development, and provide appropriate advice to management.
  • Represent the Department at relevant meetings, consultations, workshops, conferences and other forums relating to gender, population and social development, as delegated.
  • Prepare briefing notes, submissions, presentations and technical papers on gender, population and social development matters for consideration by management and other relevant authorities.
  • Perform any other duties related to the functions of the post as may be assigned.

Required Knowledge And Skills

  • Ability to develop and maintain effective working relationships with colleagues, stakeholders and partner organisations.
  • Ability to work effectively under pressure and adapt to changing priorities.
  • Demonstrates sound judgement, professionalism, confidentiality, integrity and a high level of ethical conduct.
  • Ability to coordinate projects, lead assigned activities and work effectively both independently and as part of a multidisciplinary team.
  • Good understanding of government policies, procedures and institutional frameworks relevant to gender equality and social development.

Essential Qualifications/Experience

  • Bachelor’s Degree level in social science, economics, statistics/Mathematics, or related discipline (M&E desirable), with at least 3 years of experience working in a post of this equivalence and responsibility, or
  • Advanced Diploma in social science, economics, statistics/Mathematics, or related discipline (M&E desirable), with at least 6 years of experience working in a post of this equivalence and responsibility.
