We are looking for committed, trustworthy and motivated individuals to be recruited in the position of SENIOR POLICY ANALYST, at the Youth and Sport Department.
Job Description
SUMMARY OF DUTIES:
The Senior Policy Analyst plays a central role in shaping and driving the policy agenda within the Ministry. The position is responsible for leading the development, analysis, and review of policies that guide the youth and sports sectors, ensuring they are aligned with national priorities, legislative frameworks, and emerging sector needs. The role contributes directly to decision-making by providing well-founded policy analysis and practical recommendations that inform the direction of programmes and interventions.
As a senior officer, the position also carries leadership responsibility for coordinating policy workstreams, guiding and mentoring junior staff, and strengthening collaboration across Ministries, Departments, and Agencies (MDAs). The role requires strong analytical capability, sound judgement, and the ability to translate complex issues into clear and actionable policy direction.
RESPONSIBILITIES:
- Lead the identification and development of new policy initiatives for the youth and sports sectors, ensuring alignment with the strategic direction of the Ministry.
- Oversee and conduct policy research and analysis, drawing on qualitative and quantitative data to inform policy design and recommendations.
- Review existing policies, programmes, and regulatory frameworks to assess their effectiveness, relevance, and impact, and propose evidence-based improvements.
- Ensure that all policies and recommendations are consistent with current legislation, and advise on necessary amendments to Acts, regulations, and guidelines to reflect evolving sector needs.
- Diagnose emerging policy issues and trends affecting the youth and sports sectors, providing timely and strategic advice to senior management.
- Develop and analyse policy options outlining implications, risks and implementation consideration.
- Facilitate collaboration with key stakeholders, including MDAs, development partners, and sector entities to support the formulation of youth and sport policies.
- Coordinate and contribute to the development of national strategies, policy frameworks, and implementation plans for the youth and sports sectors.
- Prepare and present policy briefs, reports, and presentations for senior leadership, Cabinet-level discussions, and other decision-making platforms.
- Represent the organisation at policy forums, technical committees, and stakeholder engagements, articulating positions and contributing to national discourse.
- Support the implementation and monitoring of approved policies, tracking progress and flagging challenges.
- Provide leadership and mentorship to junior policy staff, including reviewing their work, guiding analytical approaches, and supporting their professional development.
- Promote a culture of accountability, collaboration, and continuous learning within the policy team.
- Perform any other duties as may be assigned by the Chief Policy Analyst in line with the objectives of the Department/Ministry.
Job Requirements
MINIMUM QUALIFICATIONS & EXPERIENCE REQUIREMENTS
- Master Degree in social science, economics, statistics/Mathematics, resource management, law or related discipline, with at least 3 years of experience working in a post of this equivalence and responsibility, OR
- Bachelor’s Degree in related field or with at least 6 years of experience working in a post of this equivalence and responsibility.
